[Titanaircraft] weldment cracking that holds rudder shaft into boom tube

Has anybody seen the weldment bead crack on the edge of the weld that is attached to the boom tube on the tube that is welded at an angle to the boom tube. This is the tube that the rudder shaft goes into the boom tube from which the rudder cables and arm attach to. Not sure how else to explain it, but it appears my paint has a hair line crack half way around the edge of the weld weld bead on the end of the boom tube side. I have no idea how to prove if this is cosmetic or if the weld is tearing from the top of the boom tube, nor do I have any idea to repair such a thing.
