I fly in CAS (Cold As Sin) temperatures here in northern NM (I'm in Santa Fe) all the time in winter with no varying voltages like this. I did an xcountry today to Taos and back, the OAT read 21F enroute at 10,000' MSL and I didn't see any abnormalities on the EIS. There sure were abnormalities in my toes and fingers when I landed in Taos, and back home, tho (I really need to get off my butt and reinstall the cabin heat ;)).

Sounds like either the metering you're using is going flaky or indeed the voltage is varying. The crappy Ducati regulator usually fails open which would give you a constant 12v until the battery starts to run down.
But it doesn't sound normal for sure.....
