My plane does this too at about the same speeds you describe. It's not violent tho. Just a pretty noticeable shaking (you can see the legs moving back and forth from the cockpit).
What seems to help is making sure the wheels are balanced. If you're using regular wheelbarrow type tires, they're often really badly balanced by themselves. Balancing the tires helps but doesn't totally get rid of it.
Also, varying the pressure in the tires helps too. I.e. try lowering the pressure in the tires. This increases the size of the patch that contacts the runway and it'll help quite a bit.
I also just avoid that speed ;). Soon as it starts shaking I stand on the brakes to get 'er slowed down ASAP ;).
It's been a while since I've had someone else in the plane, but load could affect it also. When solo the plane is lighter so the gear might not sit exactly in alignment..... But seems like when I had 2 folks in the plane it never did this.
